Thankfully unrealised 1954 proposal for building over the entire Jolimont rail yards, which would have also seen cars running along the riverfront in front of Flinders Street Station, elevated Flinders Street over Swanston and built a Russell Street extension to Batman Avenue.
Instead we eventually pedestrianised Swanston and this intersection retains its iconic status.
Looks like that tower was giving the finger to the city.
